Regular Meeting Minutes
Tuesday, April 8, 2025

President Mike Montemurno called to order the meeting and on ZOOM of the Delray Villas Plat 4/5 HOA Board of Directors on Tuesday, April 8, 2025, at 7:30 PM in the “B“ Building with the Pledge of Allegiance and a moment of silence for our departed family, friends, neighbors, and service members.

Attendance

The following Directors were present: Mike Montemurno, Sheila Lane, Alan Rossman, Rick Mancini, Betty Hillier, Nancy Grasso, Tommy Rudolph, Maggie Bogner and Ruth Mirailh. Bill Yesowitch and Dianne Stevens were excused.

 Secretary’s Report

Betty Hillier read the minutes of March 11, 2025, HOA regular business meeting. The minutes were accepted as read from a motion by Sheila Lane and seconded by Nancy Grasso. All directors were in favor.

 Treasurer’s Report

Treasurer Sheila Lane reported that three past due HOA fees are with the attorney and two more are being sent to the attorney. We have a small loss of $5,500 this month. We have $538,000 in reserves and $152,000 in the operating account. The Treasurer’s report was accepted from a motion by Ruth Mirailh and seconded by Tommy Rudolph. All directors were in favor.

Committee Reports

Alliance:  Alan Rossman reported that the PBSO’s traffic accident report year to date is as follows: Atlantic & Jog – 29, Atlantic & Lyons – 13, and Atlantic & Hagan Ranch – 12. The PB Fire Department made 3500 calls last month. Karen Brill, President of the PBC School Board reported the proposed early start for high school will not happen and there is no book ban in PBC. Rick Mancini reported that residents must make sure that contractors are licensed and insured. They are checking up with new advanced technology and are having no trouble in finding out if contractors are not.      

Interviews: No interview report.

Architectural: Alan Rossman reported that 13 applications were reviewed. All were accepted.

Inspections: Betty Hillier reported that all the necessary repairs on the outside of their homes will be done within 30 days.

Maintenance, Lakes & Ponds: Rick Mancini reported that the lakes and ponds are in good shape. Some work was done on our irrigation system. The new supervisor is handling the irrigation orders to make sure they have been done or will be done.

Roads and FPL Lights: Tommy Rudolph reported that the roads are good. One FPL light is out and one is flickering. All FPL Lights are being replaced with bright white lights, now, instead of the yellow lights.

Lollipops and Carriage Lights: Tommy Rudolph reported there were 17 lollipops/carriage lights out. Twelve are repeats from last month. Letters will be going out.

Rec Board: Lynne Cohen reported the events, activities, and seminars coming up from now until September. Mark Cafiero reported that the pool is good. The gym’s equipment has been serviced. The new parts are in and will be installed. Camille Montemurno, Rec President, reminded us that electronic voting forms need to be filled out. She asked if the Rec could go door to door to get voting forms done. There is no AC tonight. It will be fixed soon. The inspection report for the entire complex will be forthcoming.

That’s What Friends are for:  Noel Gordon reported no problems. Block Captains will meet regarding the upcoming hurricane season preparations.

Citizens on Patrol:  No report

Website: Alan Shwartz reported that everything is running well. Tom put in the tabs for monthly meetings. The Rec requested if we would allow our Plat Chat to be put on their website. There were 35 people on ZOOM.

Plat Chat: Ruth Mirailh reminded us that the Plat Chat is our community newsletter. Anything anyone wants to share will be put in a future edition of Plat Chat. Send your entries to her email.

Distribution: Alan reported that everything is going well. They are still looking for backup help.

We Care: Paul Mirsky reported that 3 wheelchairs, one foot wheel walker, one cane, and one shower chair were donated.

Welcoming Committee: Maggie Bogner reported that she and Nancy Grasso went out to four homes and they are now up to date.

Old Business

New Signs Update: Nancy Grasso reported that we now have someone to help with permits. We will keep you informed as to when the work on the signs will be starting.  

New Business 

Todd’s Termination and New Hire:  Mike Montemurno spoke that Todd’s termination was due to numerous complaints from our homeowners about his attitude, work ethics, and vehicle driving within the community.  Mike introduced Robert “Bob” Skarecki Jr., our new supervisor, who spoke briefly about his 30-year background and accomplishments in the landscaping business and his plans for Delray Villas Plat 4/5.

Landscaping Breakdown: Mike presented a breakdown for landscaping costs. Operating costs which include supervisor, foreman, new and current manpower, gas and oil. Grand total: $382,920.

The current payroll and landscaping contract costs are $421,980$382,920, the savings would be $38,060, we then minus workman’s comp of $45,000, it would equal a $6,940.00 loss.

When our current landscaping contract goes up to $350,000 + $134,120 for payroll the total cost is $484,120 -382,920 new operating costs, we would now have savings of $101,200 minus workman’s comp of $45,000 which now equals $56,000 in savings.

If we continue with our current landscaper when the contract goes up to $350,000, the increase will cost the homeowner an additional $16.29/mo. in HOA dues.

Motion: To accept the Landscaping Costs budget for the new landscaping department.

Vote: 7 yes – 1 deferred.

Good and Welfare: Items presented tonight: Sales within homes: After a long discussion and a board vote 5 yes – 3 no, Homeowners may have a “by appointment only” sale in their homes. Tobi Gordon stated that there will be a Food and School Supplies Drive beginning May 1st. Veterans Meeting, April 9th, 7pm in “A” building all veterans in and outside of Delray Villas are welcome to attend. Refreshments will be provided.
