Regular Meeting Minutes
Tuesday, November 11, 2025

President Mike Montemurno called to order the meeting and on ZOOM of the Delray Villas Plat 4/5 HOA Board of Directors on Tuesday, November 11, 2025, at 7:30 PM in the “B“ Building with the Pledge of Allegiance and a moment of silence for our departed family, friends, neighbors, and service members.

Attendance

The following Directors were present: Mike Montemurno, Bill Yesowitch, Dianne Stevens, Sheila Lane, Alan Rossman, Rick Mancini, Betty Hillier, Nancy Grasso, Tommy Rudolph, Maggie Bogner and Ruth Mirailh.

Secretary’s Report

Dianne Stevens read the minutes of October 14, 2025, HOA regular business meeting. The minutes were accepted as read from a motion by Nancy Grasso and seconded by Tommy Rudolph. All directors were in favor.

Treasurer’s Report

Treasurer Sheila Lane reported that there are four homeowners whose HOA dues are past due. They are now  with the attorney.  One is on a payment plan, and another one is going to the attorney. They are all 6 months overdue. As of October 1st, eighteen homeowners have outstanding payments. The Treasurer’s report was accepted from a motion by Ruth Mirailh and seconded by Rick Mancini. All directors were in favor.

Committee Reports

Alliance:  Alan Rossman reported that President Lori Vineka announced that on January 7, 2026, there will be a “Get to Know PBC Expo” for us to meet with representatives from all Palm Beach County departments. Lt. John Wink is starting a program called “Stop and Think,” if you see something, say something, contact the police. He is concerned about scams. There have been 96% of PBC that have had some sort of spam attempt. The fire chief reported that the new firehouse is almost completed. Finally, Karen Brill, chairperson of the school committee reported that this is Holocaust Remembrance Month.  As antisemitism is growing, they will still be teaching about the Holocaust.

Interviews: Bill Yesowitch reported that there were no interviews.

Architectural: Alan Rossman reported that 11 applications were reviewed. All were approved.

Inspections: Betty Hillier reported that some letters will be going out at the end of December.

Maintenance, Lakes & Ponds: Rick Mancini reported our lakes are good. The maintenance and landscaping are doing a good job. They show up every day. Be aware of Holiday decorations on lawns which could interfere with the landscaping.

Roads and FPL Lights: Tommy Rudolph reported that there are two FPL lights out.

Lollipops and Carriage Lights: Tommy Rudolph reported that there are 19 lollipop/carriage lights out. Many are past offenders.

Rec Board:  Lynn Cohen reported on some of the upcoming Rec events. Camille thanked everyone for our support to the Rec. The Rec will not be raising the Plat dues. They are working to get the special assessment payment process starting soon. There will be no December Rec Board meeting.

That’s What Friends are for:  No report.

Website: Alan Shwartz reported that everything is up to date. A color copy of the Plat Chat will be on The Rec and the Plat 4/5 websites. There were 43 people on zoom.

Plat Chat: Ruth Mirailh reported that the next Plat Chat is going online in January. Please let Ruth or Dianne know if you are requesting a hard copy of the Plat Chat.

Distribution: Harvey Lazaroff reported that everything is fine.

We Care: Paul Mirsky reported that one walker was released and one wheelchair was returned.

Welcoming Committee: Maggie Bogner reported that they will be caught up with the new residents after completing the last 3 homes this coming weekend.

Old Business

Update on Signs:  Nancy Grasso reported that the signs are almost finished. They will be a crème de la crème color with brass letters and sealed. Landscaping will be the final touch.

Update on the Dusenburg House: The work was completed two weeks ago. Homeowner was pleased with the outcome and appreciated the board’s assistance in getting the bids for her. Bill will be following up with the homeowner for payment.

New Business

Budget:  Mike Montemurno reported that the board has gone over the budget for next year. We are increasing our HOA dues from $810.00/quarter to $840.00/quarter. There is no increase in the Rec portion of our HOA increase. We are saving in costs $100,000/year which is $203/quarter or $16.90/month to the homeowners by having our own landscaping company. All private information for Plat4/5 homeowners will be available on our website via password soon.

Candidates Declare Running for the Board: The candidates running are Dianne Stevens, Alan Rossman, Ruth Mirailh, Michelle Jarrell, Gloria Arango, Alan Kaplan, and Glenn Selmi. Because Camille Montemurno is the sole candidate for the open Plat 4/5 position on the Recreation Board, she will continue to represent Plat 4/5. Those candidates running for a position on the Plat 4/5 Board read their bios at this meeting.

December Meeting:  Mike Montemurno announced that the December Plat 4/5 meeting will be moved to Tuesday, December 16, 2025, which will include the election results.  After a short recess, we will enter into the Reorganization Meeting for nominations and elections of officers.

Good and Welfare:  Mike reminded homeowners who have dogs that they must pick up their dog’s poop and not leave it on their neighbors’ lawns. It is becoming a trend. He has received numerous complaints. Mike received a call from a homeowner who reported that someone knocked on their door at 10:30 at night looking for a package. The homeowner spoke smartly through the door. Mike reminds all of us that if anyone comes to your house late at night to do the following: “Do not answer the door, speak through the door, and when in doubt call the police.”
