Regular Meeting Minutes
Tuesday, February 13, 2024

President Mike Montemurno called to order the meeting and on ZOOM of the Delray Villas Plat 4/5 HOA Board of Directors on Tuesday, February 13, 2024, at 7:28 PM in the “B“ Building with the Pledge of Allegiance and a moment of silence for our departed family, friends, neighbors, and service members.

Attendance

The following Directors were present: Mike Montemurno, Bill Yesowitch, Dianne Stevens, Sheila Lane, Alan Rossman, Rick Mancini, Ruth Mirailh, Hope Greenblatt, Nancy Grasso, and Betty Hillier.

Secretary’s Report

Secretary Dianne Stevens read the minutes of the January 9, 2024, meeting. The minutes were accepted as amended from a motion by Rick Mancini and seconded by Alan Rossman. All directors were in favor.

Treasurer’s Report

Sheila Lane reported there were fifteen payments past due since January. They were all contacted. Sheila reported that she was able to get the truck insurance reduced from $14,000 to $2,500.The treasurer’s report was accepted from a motion by Ruth Mirailh and seconded by Rick Mancini. All directors were in favor.

Committee Reports

Alliance:  Alan Rossman reported that the chief of fire rescue announced the opening of a new station at Flavor Pict and Lyons and the next one to open will be at La Chalet and Military. The busiest house in the district is on Linton and Jog with over 13,000 calls in January alone. Rick Mancini reported that Sheriff Rick Bradshaw, who is the sheriff for PBC and also the head of homeland security for the South, spoke on antisemitism, border immigration, and mental health. 

Interviews: Bill Yesowitch reported that there were three interviews: two were rentals; one was for a purchase. All were approved. Another is scheduled for this Thursday for purchase, which will also be approved. Bill was pleased to report that he met with three families who will have other family members living with them for more than 30 days.  He was very pleased that they are notifying him when these circumstances come up.

Architectural: Alan Rossman reported that 17 applications were reviewed. All were approved.

Inspections:  Ruth Mirailh reported that inspections and reinspections will begin this weekend and will continue until the entire community is completed.  

Maintenance, Lakes, & Ponds: Mike reported that everything is good. 

Roads and FPL Lights: Rick Mancini reported that the roads are good.  Presently there are 3 FPL lights out.

Lollipops and Carriage Lights: Rick Mancini reported that there were 5 lollipops/carriage lights out. Letters will be coming out soon.

Rec Board: Pat Lazaroff reported the next Rec Board meeting is on Wednesday, February 21, 2024, at 7:00pm in the Viking Room. She explained that the Rec Board is looking for volunteers for the committees, headed up by a rec board member, to oversee all aspects of the recreational board oversight. Tai Chi Kwan is ready to go. At Wednesday’s meeting we will discuss what days and time. We probably have enough for two free classes for 16 weeks, twice a week.

That’s What Friends Are For:  Noel Gordon said there was nothing to report. 

Citizens on Patrol: No report.

Website, 590, and 591: Alan Shwartz reported that everything is running okay. After all the new equipment is installed in the community, we will lose our community channels 590 and 591.  We will then have a YouTube account to access our videoed meetings. Alan will fill us in at that time. There were 25 people on Zoom that night.

Plat Chat: Hope Greenblatt reported that Plat Chat needs more articles for the March issue. They will be updating all birthdays and anniversaries. Please text her with your birthdays and anniversaries again, so she has everyone’s.

Distribution: Harvey Lazaroff reported that everything is fine.

We Care: Nothing to report.

Welcoming Committee: Pat Lazaroff reported that her committee will be distributing the welcome baskets to new homeowners in March.  

Old Business

Landscaping: Mike Montemurno reported that the new contractor started to cut and weed the bushes this week. This process will take up to two weeks. Remember to use red reflectors to prevent your landscaping from being cut. The Delray Landscaping Fertilizing Service schedule from February to December was distributed and will also be available in Plat Chat.

Breezeline: Mike reported that Breezeline started yesterday with the changeover. They will contact you to set up a time to come to your home. It does not take long for them to change the old system for the new one. Remember, your recordings will be lost.

New Business

Garage/Driveway Sale:  Delray Villas Plat 4/5 will hold a garage/driveway sale on Saturday, April 20, 2024, from 9:00am to 3:00pm. This sale will be held in each resident’s driveway if you wish to participate. This announcement will also be posted in Plat Chat.

Rabies Update: Please make sure you update your pet’s rabies vaccine when due. Those who have been notified and have not updated your information, you must do this within the next two weeks or you will come in front of the board.

Good and Welfare.  Good and Welfare began at 8:22pm

Adjournment: The meeting was adjourned at 8:23pm with a motion from Sheila Lane and seconded by Ruth Mirailh.
