Regular Meeting Minutes
Tuesday, February 10, 2026
President Maggie Bogner called to order the meeting and on ZOOM of the Delray Villas Plat 4/5 HOA Board of Directors on Tuesday, February 10, 2026, at 7:08 PM in the “B“ Building with the Pledge of Allegiance and a moment of silence for our departed family, friends, neighbors, and service members.
Attendance
The following Directors were present: Maggie Bogner, Alan Rossman, Dianne Stevens, Sheila Lane, Bill Yesowitch, Betty Hillier, Nancy Grasso, Tommy Rudolph, Ruth Mirailh, and Glenn Selmi.
Secretary’s Report
Dianne Stevens read the HOA regular business meeting of January 13, 2026. The regular business minutes were accepted as read from a motion by Sheila Lane and seconded by Ruth Mirailh. All directors were in favor. All correspondence was read at this time which included a resignation letter from board member Rick Mancini, a letter regarding Rick’s resignation from Rick Scanlon, a letter to see our financial records from Joe and Debbie Willson, a letter from our attorney setting the parameters of the Willson’s request, a letter regarding the hedges from Kevin and Karen Willis and an apology letter from Sam Fleishman.
Treasurer’s Report
Sheila Lane reported that there are 24 payments in total past due. Seventeen payments past due – Two are 6 months and there are fifteen past due this quarter. Seven are with the attorney, 2 are pending sales. The Treasurer’s report was accepted as read from a motion by Ruth Mirailh and seconded by Betty Hillier.
Committee Reports
Alliance: Alan Rossman reported that Captain Mike Morales of Palm Beach Sheriff’s office reported all crimes have come down from 2025 except in the area of assaults. The Fire Department reported that there were no space heater fires during the cold weather. A needed light was placed at the entrance of American Heritage School. The guest speaker was Anthia Geianotis, Palm Beach development services director. She spoke on all the planning, development, and events taking place in downtown Delray Beach.
Interviews: Alan Rossman reported that there were two rental interviews this month.
55+/Parliamentarian Bill Yesowitch reported that he filed the annual corporate report and will report on it next month. All board members have completed the required training and are certified.
Architectural: Betty Hillier reported that 5 applications were reviewed. All were approved. Applications are available online or at Betty’s house.
Inspections: Nancy Grasso reported that the team will be doing inspections in March (Spring) and September (Fall). Feel free to volunteer to help with the inspections twice a year
Maintenance/Landscaping: Tommy Rudolph reported that the landscapers worked on maintaining all of the Ficus around the community and home detailing last week and next week they will be back mowing and picking up dead iguanas. Also, next week we are doing a light trim (front and back only) of the Ficus to not harm them and to give them space to grow and in the summer a harder cut which includes the top. Starting next week there will be signs on the beginning of each block stating that mowing or trimming will be happening tomorrow there. Down the road we will have a monthly calendar by week showing when and where work is being scheduled. One drain has been cleaned and we will be attending to others.
Lakes and Canals: Glenn Selmi just took that area over, so no report this month.
Roads and FPL Lights: Glenn Selmi reported that there is an FPL light on Overland Place that needs to be replaced.
Lollipops and Carriage Lights: Glenn Selmi reported that there are around 20 lollipop/carriage lights that are continually not on or working and those owners will be contacted.
Dog Registrations/Rabies: Dianne Stevens reported last month that 11 dog owners have not updated their pet’s rabies vaccine from 2025. We are down to 2. Thanks to Nancy Grasso. In addition, two remain overdue from January. A reminder to pet owners that all pets must be registered in the community and all rabies vaccines must be updated when they are due by their veterinarians.
Rec Board: Lynn Cohen updated all the upcoming Rec events. Judy Silsby reported that all of the special assessments are being reviewed and logged into Quick Books on a daily basis. Camille updated us as to the progress in the special assessment returns which are already approaching $1,000,000. Mediation with Plat one is scheduled for February 18, 2026.
That’s What Friends are for: No report. Noel Gordon has retired from that position.
Website: Alan Shwartz reported that everything is good. Last week, the website went down because the master server got systemic malware. It took Tom several days to get it fixed. We are working on developing a more user-friendly approach to the website. 44 people are on Zoom tonight.
Plat Chat: Ruth Mirailh reported that the February issue of Plat Chat went out in an email as well as it is available on our website each month. Further discussion will be happening to decide on the future of Plat Chat and how to get Plat information out to the residents.
Distribution: no report
We Care: Paul Mirsky reported that everything was quiet.
Welcoming Committee: Maggie Bogner reported that there were no visits seeing there have been no new sales.
Old Business
Eliminating Plat Chat: Maggie Bogner reported there will be further discussion in the months ahead.
Decorative Lighting: Bill Yesowitch is preparing an amendment to our rules and regulations regarding decorative lighting of our lollipop lights. He will report back at next month’s meeting for a vote on the amendment.
New Business
“Up Coming Entertainment”: Lynne Cohen has resigned from doing this feature in the Plat Chat that tells our residents of all the shows available near us that month. If anyone is interested in taking that over please contact Ruth Mirailh.
Breezeline: President Maggie Bogner reported that during the last outage with Breezeline many people called Camille and she was there to help. However, from now on Maggie has a representative to contact in Breezeline and Maggie will be handling any problems.
Problems Reported This Month: We have gotten reports of car break-ins this month. The Sheriff’s Department offers a program that supplies no trespassing signs for our community, which can help address issues related to soliciting. If caught soliciting, a misdemeanor arrest can occur. You can also put a sign in your window saying, “No Solicitations.”
Good and Welfare: Patti Lazaroff suggested having uniform mailboxes. Harvey Lazaroff spoke about a way to lock your garage door to prevent entrance into your home if someone got into your car. Maggie announced that there would be no business meeting in March because some of the board members would be away.
Adjournment: The meeting was adjourned at 8:15pm with a motion from Bill Yesowitch and seconded by Tommy Rudolph.
