Meeting Minutes
Tuesday, January 9, 2024

President Mike Montemurno called to order the meeting and on ZOOM of the Delray Villas Plat 4/5 HOA Board of Directors on Tuesday, January 9, 2024, at 7:33 PM in the “B“ Building with the Pledge of Allegiance and a moment of silence for our departed family, friends, neighbors, and service members.

Attendance

The following Directors were present: Mike Montemurno, Bill Yesowitch, Dianne Stevens, Sheila Lane, Alan Rossman, Ruth Mirailh, Hope Greenblatt, and Betty Hillier. Rick Mancini and Nancy Grasso were excused.

 Secretary’s Report

Secretary Dianne Stevens read the minutes of the December 18, 2023, meeting. The minutes were accepted as amended from a motion by Sheila Lane and seconded by Ruth Mirailh. All directors were in favor. The Secretary then read the minutes of the 2024 Reorganization Minutes.  The minutes were accepted as read from a motion by Ruth Mirailh and seconded by Alan Rossman.  All directors were in favor.

 Treasurer’s Report

Sheila Lane reported there were three payments past due this quarter. We will not be charging late fees until the 20th of the month because the coupon books got out a little late. Bill Yesowitch asked Sheila about the money from Breezeline, she replied the $180,033.00 is listed as deferred revenue under other current liabilities. She reported our total reserves are $519,315.87. The treasurer’s report was accepted from a motion by Bill Yesowitch and seconded by Alan Rossman. All directors were in favor.

Committee Reports

Alliance:  Alan Rossman reported that PBC will be conducting water testing from January 25 but they say that the water is safe to drink. Not to worry!  PBSO reported there were no major incidents during the holiday season. Accidents are down. Fire rescue is still expanding in our area.  Senator Berman was there to advise us that a new special session will start in a few weeks with property insurance being the number one priority.  Mayor Sax was there to invite residents to call her office with ideas and suggestions.  She gave a major shout out to Sam Fleishman.  She also said if you have any question regarding homeowners’ insurance, he will help you out.

Interviews: Bill Yesowitch reported that there was one interview for a purchase. It was approved.

Architectural: Alan Rossman reported that 7 applications were reviewed. All were approved.

Inspections:  Ruth Mirailh reported that reinspection will begin in the next few weeks.

Maintenance, Lakes, & Ponds: Mike reported that everything is good. The pumps are fine.

Roads and FPL Lights: Alan Rossman reported that the roads are good.  Presently there are 2 FPL lights out.

 Lollipops and Carriage Lights: Alan Rossman reported that there were 7 lollipops/carriage lights out. Letters will be coming out soon.

 Rec Board: Pat Lazaroff reported all the Rec Board events from January until March. The next Rec Board meeting is this Wednesday, January 20, 2024, at 7:00pm which will include a reorganization meeting.

 That’s What Friends Are For:  Noel Gordon said there was nothing to report. 

Citizens on Patrol: No report.

Website, 590, and 591: Alan Shwartz reported that everything is running okay. There were 30 people on Zoom that night.

Plat Chat: Hope Greenblatt reported that the Plat Chat needs more articles. They will be updating all birthdays and anniversaries. Please text her with your birthdays and anniversaries again, so she has everyone’s.

Distribution: Alan Rossman reported that everything is fine.

We Care: Nothing to report.

Welcoming Committee: Pat Lazaroff reported that her committee went shopping for more supplies. They will be distributing the welcome baskets to new homeowners in February.  

Old Business

 Landscaping: Mike reported that the new contractor started on January 2nd.  This company will also be available to do private work within Plat 4/5.

 Breezeline: Mike reported that we are still waiting for the amended contract. If you are having problems with your service, contact Breezeline, report the problem, and get a ticket #. If you have to wait more than two days for a repair, do not argue with them, make sure you have your ticket number, and call Mike or Camille.

Good and Welfare:  Good and Welfare began at 8:00pm.

Adjournment: The meeting was adjourned at 8:08pm with a motion from Sheila Lane and seconded by Ruth Mirailh.
