Regular Meeting Minutes
Tuesday, January 13, 2026

President Maggie Bogner called to order the meeting and on ZOOM of the Delray Villas Plat 4/5 HOA Board of Directors on Tuesday, January 13, 2026, at 7:30 PM in the “B“ Building with the Pledge of Allegiance and a moment of silence for our departed family, friends, neighbors, and service members.

Attendance

The following Directors were present: Maggie Bogner, Alan Rossman,  Dianne Stevens, Sheila Lane, Bill Yesowitch, Rick Mancini, Betty Hillier, Nancy Grasso, Tommy Rudolph, Ruth Mirailh, and Glenn Selmi.

Secretary’s Report

Dianne Stevens read the HOA regular business meeting and the reorganization minutes of December 16, 2025. The regular business minutes were accepted as read from a motion by Alan Rossman and seconded by Ruth Mirailh. All directors were in favor. The reorganization minutes were accepted as read from a motion by Ruth Mirailh and Tommy Rudolph. All directors were in favor. 

Treasurer’s Report

Sheila Lane reported that there are five past due two quarters. Seven are with the attorney and 3 are in foreclosure. The Treasurer’s report was accepted from a motion by Ruth Mirailh and seconded by Rick Mancini. All directors were in favor.

Committee Reports

Alliance:  Alan Rossman and Rick Mancini reported that there was no Alliance meeting in January but there was an Expo with all of the PBC departments represented.   

Interviews: Alan Rossman reported that there were no interviews this month.

55+/Parliamentarian Bill Yesowitch reported that we will be filing are annual corporate report this month and will report on it next month. We are scheduled for the new board members certification on January 23, 2026.

Architectural: Alan Rossman reported that 5 applications were reviewed. All were approved.

Inspections: Betty Hillier reported that the team sent out 9 letters in December and only one homeowner complied. We are giving them 90 days to comply.                     

Maintenance, Lakes & Ponds: Tommy Rudolph reported that the landscapers are doing all the trimming this week and next week they will be back mowing, alternating both after that.  Landscaping trash goes out on Tuesday night for Wednesday pickup only.

Roads and FPL Lights: Tommy Rudolph reported that he thinks there is only one FPL lights out.

Lollipops and Carriage Lights:  No report on lollipops/carriage lights. Past List was given to Glenn Selmi. He later interjected that there are around 13 lollipop/carriage lights that are continually not on or working and those owners will be asked to come in front of the board. 

Dog Registrations/Rabies:  Dianne Stevens reminded pet owners that all pets must be registered in the community and all rabies vaccines must be updated when they are due by their veterinarians.

Plat Chat: Ruth Mirailh reported that the January issue of Plat Chat went out in an email as well as it is available on our website this month. Fifty-one copies were delivered to homeowners who requested a hardcopy. Please let Ruth or Dianne know by email if you are requesting a hard copy of the Plat Chat. 

That’s What Friends are for:  No problems. A list of the block captains was given to the board.

Distribution: Harvey Lazaroff reported that everything is fine and he was retiring from his position.

We Care: Rick Mancini reported that three wheelchairs and two walkers went out on loan. We have many metal walkers so we will be donating them to the veterans and other organizations who are in need. 

Rec Board:  Lynn Cohen updated all the upcoming Rec events. Judy Silsby reported that all of the special assessments are being reviewed and logged into Quick Books on a daily basis. Camille updated us on the process for payment of the special assessment especially for those who have a hardship with payments. Mediation with Plat one is still scheduled for February 18, 2026. 

Welcoming Committee: Maggie Bogner reported that there were no visits seeing there have been no new sales.

Old Business 

Update on Signs: Nancy Grasso reported that the signs are almost completed. We are waiting for the lettering to be completed and installed. 

New Business

Committee Changes: President Maggie Bogner reported that the next Plat Chat will have the committee changes for 2026.

Plat Chat: President Maggie Bogner reported that the board will be discussing at our next meeting whether we will be going forward with the Plat Chat.

Decorative Lighting: Bill Yesowitch is preparing an amendment to our rules and regulations regarding decorative lighting of our lollipop lights.  He will report back at next month’s meeting for a vote on the amendment.

Good and Welfare: The COPs captain is again asking for community volunteers to man the COP’s car. We have only 7 drivers and we need 21 for us to maintain a sheriff’s car or we will lose it. She also reminded us “if you see something, say something.” Say something to 911 telling them you are a senior citizen and you need help. We were also alerted to the presence of outsiders trying to get into our residents’ cars. Please lock your vehicles.

Adjournment: The meeting was adjourned at 8:56pm with a motion from Tommy Rudolph and seconded by Alan Rossman.
