Regular Meeting Minutes
Tuesday, June 10, 2025
President Mike Montemurno called to order the meeting and on ZOOM of the Delray Villas Plat 4/5 HOA Board of Directors on Tuesday, June 10, 2025, at 7:35 PM in the “A“ Building with the Pledge of Allegiance and a moment of silence for our departed family, friends, neighbors, and service members.
Attendance
The following Directors were present: Mike Montemurno, Dianne Stevens, Sheila Lane, Alan Rossman, Rick Mancini, Betty Hillier, Nancy Grasso, Maggie Bogner and Ruth Mirailh. Bill Yesowitch and Tommy Rudolph were excused.
Secretary’s Report
Dianne Stevens read the minutes of May 13, 2025, HOA regular business meeting. The minutes were accepted as read from a motion by Rick Mancini and seconded by Ruth Mirailh. All directors were in favor.
Treasurer’s Report
Treasurer Sheila Lane reported that there are nine past due HOA fees. Four are with the attorney and five are passed due this quarter and have received second letters. We are still running with a profit. The Treasurer’s report was accepted from a motion by Nancy Grasso and seconded by Rick Mancini. All directors were in favor.
Committee Reports
Alliance: Rick Mancini reported that neither Alan nor he were able to attend the breakfast, however, it was mostly an advertisement for those who funded the breakfast and hurricane preparedness.
Interviews: No report
Architectural: Alan Rossman reported that 23 applications were reviewed. All were approved. Please return the paint charts.
Inspections: Betty Hillier reported that everything is going well. However, there are a few stragglers. A second letter went out and she heard back from three. She reminded people to put their trash/recycle receptacles in their garage or out of sight. Walk around your property to check for mildew. Keep up with driveways and clam shells.
Maintenance, Lakes & Ponds:
Rick Mancini reported our new supervisor is handling our maintenance and doing a great job. The lakes and ponds are in good shape. The cleanup for the small tornado that went through here a few weeks ago was handled immediately by the crew. They did a great job.
Roads and FPL Lights: Rick Mancini reported that the roads are good. We have two FPL lights out.
Lollipops and Carriage Lights:
Rick Mancini reported there were 12 lollipops/carriage lights out. All 12 have been notified previously. .
Rec Board:
Camille Montemurno reported that the Father’s Day event will be held next week. DJ Hal, water, soda, and ice will be provided. Bring your own food. Fourth of July same thing but with DJ Nick Lampy. The bins and plastic shields have been fixed in the gym. The second treadmill is fixed. The gym is in full operation. Camille reported that the assessment is happening on July 5th. Two Plats are appealing, however, our attorney advised us to move forward. She explained the when, where, why, and how this will happen in a letter that will be sent out to all Plats to 1126 homeowners.
Plat Chat: Ruth Mirailh reported that the Plat Chat is running smoothly. Anything anyone wants to share will be put in a future edition of Plat Chat.
Distribution: Harvey Lazaroff reported that everything is going well. No distribution this summer. Next issue is not until September.
We Care: Sam Fleishman reported that one shower chair and one walker went out last month.
Welcoming Committee: Maggie Bogner reported that she and Nancy Grasso went out to see twelve of the sixteen new residents, four still pending. Three additional new residents were also added that day.
Old Business
New Signs Update: Nancy Grasso reported that they are coming, however; we are still dealing with permits. We have both building and landscaping permits for three signs and the building permits for two signs. We are waiting for the two permits for landscaping. When that happens, they will start the construction.
Landscaping: Mike reported that six new crew members start tomorrow. They are joining Bob and the two existing crew members. They will be wearing bright orange shirts with DV Maintenance on the back. They will constantly be either mowing, trimming, cleaning up, or maintaining the equipment, for Plat 4/5. The trailer has been purchased and the two new mowers, two blowers, two edgers, and two trimmers have been ordered. Sheila Lane said the mature CD can be used to pay for the equipment.
A motion was made by Ruth Mirailh and seconded by Alan Rossman to use the mature CD to pay for the new equipment. A vote was taken and all board members present were in favor.
New Business
Storm Preparedness: Mike Montemurno reported that Bob will be going around checking the trees and palm trees on the property for hurricane season to assess what has to be done.
Rec Board Assessment: Mike apologized for his conduct as our president for the altercation between him and the other man at the meeting on May 31st. He is not apologizing as Camille Montemurno’s husband. He said he could have handled it in another way, but he reacted instinctively to the situation to protect his wife being needlessly disrespected and without thinking after he was grabbed by the other man.
Plat Chat: Mike began a discussion on whether we should continue to print the 491 copies of Plat Chat each month. It is quite obvious from the newsletters on the doors where snowbirds’ own property when they are not in Florida. A discussion of whether to digitize or print continued. For now, we will be looking to find the cost of a less expensive version of the Plat Chat and also send out by email a PDF copy of the Plat Chat.
Good and Welfare: Sam Fleishman responded to Joann Jacobson’s letter from last month. Charlie Sanfilipo recognized and thanked Rick Mancini for his always being there to help with whatever any of us need or want, especially during Charlie’s bagel making class.
