Regular Meeting Minutes
Tuesday, March 11, 2025

President Mike Montemurno called to order the meeting and on ZOOM of the Delray Villas Plat 4/5 HOA Board of Directors on Tuesday, March 11, 2025, at 7:35 PM in the “B“ Building with the Pledge of Allegiance and a moment of silence for our departed family, friends, neighbors, and service members.

Attendance

The following Directors were present: Mike Montemurno, Bill Yesowitch, Sheila Lane, Dianne Stevens, Alan Rossman, Rick Mancini, Nancy Grasso, Tommy Rudolph, Maggie Bogner and Ruth Mirailh. Betty Hillier was excused.

 Secretary’s Report

Secretary Dianne Stevens read the minutes of February 11, 2025, HOA regular business meeting. The minutes were accepted as amended from a motion by Sheila Lane and seconded by Nancy Grasso. All directors were in favor. Also, correspondence from Deborah Willson was read.

 Treasurer’s Report

Treasurer Sheila Lane reported that she met with the attorney regarding the four owners who have been past due more than six months. There are seven past due this quarter. We have $537,500 in reserves. The Treasurer’s report was accepted from a motion by Tommy Rudolph and seconded by Ruth Mirailh. All directors were in favor.

Committee Reports

Alliance:  Alan Rossman reported that President Dr. Laurie Pennington spoke about a new beachfront park in Highland Beach. The Alliance Breakfast will be June 1, 2025. Chief Bill Dansbury from Palm Beach County Fire Rescue reported that volume was down due to the residents starting to move back North. They average 3,000 calls per month. Miles Osborne, who is in charge of the Lake Worth Regions reminding us to make sure all drainage areas are clear, seeing hurricane season is coming. Rich Mancini reported that PBSO warned us to be aware of scam phone calls. Do not give out any information over the phone.        

Interviews: Bill Yesowitch reported that there were four interviews. All were approved. We have had 10 sales since the beginning of the year. We are going to have our Board certification training this Thursday, March 13, 2025. 

 Architectural: Alan Rossman reported that 31 applications were reviewed due to the recent home inspections. All were accepted. Thank you for remembering to return paint charts so that the next person can have them. All of the permitted colors are now on our website. The next ACC meeting is March 31, 2025

Inspections: Tommy Rudolph reported that 58 letters have been sent out to homeowners asking them to complete the necessary repairs on the outside of their homes. The reinspection date will be around May 1st.

Maintenance, Lakes & Ponds: Rick Mancini reported that the lakes and ponds are in good shape. Some work was done on our irrigation system.

Roads and FPL Lights: Tommy Rudolph reported that the roads are good. Six FPL lights are out. Two lights are on during the day, and three have hanging covers.

Lollipops and Carriage Lights: Tommy Rudolph reported there were 19 lollipops/carriage lights out, Ten are repeats from last month. Letters will be going out.

 Rec Board: Lynne Cohen reported some of the activities and seminars coming up from now until May. Mark Cafiero reported that the parts for the treadmills have been ordered. Please put back chairs and close umbrellas. Please flush the toilets. The pool area now has Alexa. The pool will be open until 10:00pm.

Camille Montemurno, Rec President, thanked everyone for coming out and making this place spectacular. The entertainment committee with around 20 members have been working on events for everyone. We are especially pleased to announce the new Veterans Club of Delray Villas. The people responsible for the meetings are Don Daugherty, Pat Melito, and Alan Shwartz.

 That’s What Friends are for:  Noel Gordon reported no problems.

Citizens on Patrol:  Lloyd Lukens has retired from COP. Lynne Goldstein, the soon-to-be new COP captain for our division, introduced herself. She is looking for new volunteers. Three hours a week, drive with or without a partner, and a 10:00 am meeting on the first Wednesday of each month.

 Website: Alan Shwartz reported that everything is running well. He and Tom have put the budget and the monthly financial reports on the website. Tom will set up a tab for monthly meetings. There were 35 people on ZOOM.

Plat Chat: Ruth Mirailh reported that she is looking for articles you are interested in for the April Plat Chat.

Distribution: Harvey Lazaroff reported that everything is going well. They are still looking for backup.

We Care: Paul Mirsky reported that one set of crutches was returned and one wheelchair went out. Rick also added that two walkers went out. We need walkers with seats.

 Welcoming Committee: Maggie Bogner reported that she and Nancy Grasso went out to four houses and no one was at home. They will try again. They would like to personally speak to them and welcome them to DV.

Old Business

Dogs: Dianne Stevens reminded homeowners who have pets to follow the state law and our HOA rules by updating their pet’s rabies vaccine when told by their vet. Of the 11 emails/letters to those who are severely past due from last year and the four who are past due from the beginning of this year, all but four have complied thus far. If they do not respond they will be asked to make a board appearance in April. If you have gotten a new pet, that pet must be registered in this Plat as soon as possible. Also, all pets must be on a leash.

New Signs Update: Mike reported that there must be five permits for the five signs. They must be handled individually. It is going to take a while but the process has started.

 Street Parking: Mike reported that the street parking has gotten better. Unfortunately, there are still some people parking on the sidewalk.

 Landscaping Division: Mike reported that we have started the interview process to find the person to be in charge of the division. We have a few candidates that we are lining up for interviews.

New Business

Yard Sale: After a long discussion and a board vote 6-3 against. The yard sale will not be happening in Delray Villas Plat 4/5 this year.

Lollipop Lights:  Mike addressed the lollipop removal question. A lollipop light does not need to be replaced with another lollipop light. However, some other type of light must be replaced where the old one existed.

Work permitting:  Mike made us aware that PBC is sending out letters to some homeowners about the work they have performed outside their homes that was not permitted. We don’t know how they know. 

Two homes in need of work:  Mike informed us that the board voted for fixing externally two homes in our community that are in dire need of repair. We are going to have our attorney send letters to the owners who are not living in the homes, but they do pay their HOA fees, that we will be doing the work but they will be paying for all of the repairs. If they do not reimburse us, we will put a lien on their properties.

Good and Welfare: Items presented tonight: Three teenagers are in the community stealing copper from AC’s. Broken sidewalk in need of repair; county problem. Grandma scams reported. Drones will be mapping out our area. Mah Jong classes will start soon. Mike and Camille are not lawbreakers. There are no FL laws or Delray Villas rules that say spouses cannot serve on different boards.
