Regular Meeting Minutes
Tuesday, November 14, 2023

President Mike Montemurno called to order the regular meeting and on ZOOM of the Delray Villas Plat 4/5 HOA Board of Directors on Tuesday, November 14, 2023, at 7:27 PM in the “B“ Building with the Pledge of Allegiance and a moment of silence for our departed family, friends, neighbors, and service members.

Attendance

The following Directors were present: Mike Montemurno, Bill Yesowitch, Sheila Lane, Dianne Stevens, Alan Rossman, Rick Mancini, Ruth Mirailh, and Hope Greenblatt. Russ Mayer was excused.

Secretary’s Report

Dianne Stevens read the minutes of the October 10, 2023, meeting. The minutes were accepted as corrected from a motion by Sheila Lane and seconded by Ruth Mirailh. All directors were in favor. Letters of intent to run for the HOA board for 2024 were read from Elizabeth “Betty” Hillier and Russ Mayer also for the Rec Board from Tony Costa. Dianne Stevens read a letter from Debbie Willson with her resignation from the board.

Treasurer’s Report

Sheila Lane reported there were seventeen homes past due this quarter and two are 6 months past due. The treasurer’s report was accepted from a motion by Dianne Stevens and seconded by Bill Yesowitch. All directors were in favor.

Committee Reports

Alliance:  Alan Rossman reported that the PBSO said that accidents were up 5%. Please do not leave valuables in your car and lock your doors, but do not lock your guns in your car. The clerk of the circuit court of PBC reported a 10% investment in Israel.

Interviews: Bill Yesowitch reported that there were four interviews; one inheritance and 3 purchases. All were approved. 55+:  Bill reminded us that people must be interviewed who have been living in homes for more than 30 days in a calendar year. Please let us know so that we can get our records up to date.

Architectural: Alan Rossman reported that 20 applications were reviewed. All were approved.

Inspections:  Ruth Mirailh reported that all homes have been inspected. Residents are asking for extended time to get their work done. Reinspection will begin after the holidays.  

Maintenance, Lakes, & Ponds: Mike reported that everything is good. The pump went done but now fixed.

Roads and FPL Lights: Rick Mancini reported that the roads are good.  Presently there are 2 FPL lights out.

Lollipops and Carriage Lights: Rick Mancini reported that there were 13 lollipops/carriage lights out. He is available to give you help.

Rec Board: Tony Costa reported that there was a problem with the pool’s water level and has been corrected. Everything else is fine. Pat Lazaroff reported that the next Rec Board meeting is tomorrow night, Wednesday, November 15, 2023. Lynne Cohen reported that a Health Expo is scheduled for January 31, 2024, in the “A” Building. Free lunch for the first 150 who sign up.

That’s What Friends Are For:  Noel Gordon reported that there were no hurricanes, so everything is good. 

Citizens on Patrol: No report. Mike said COPS could use more volunteers.

Website, 590, and 591: Alan Shwartz reported all is good. There were 25 people on Zoom that night.

Plat Chat: Hope Greenblatt reported that the Plat Chat committee will meet next Sunday November 19, 2023.    They need articles and volunteers for the December issue.

Distribution: Harvey Lazaroff reported that everything is fine.

We Care: Paul Mirsky reported that one wheel chair went out on loan. Sam Fleishman donated a shower chair.

Welcoming Committee: Pat reported that all the homes have been done. They haven’t gone out again.

Old Business

Landscaping: Mike reported we will be notifying our present landscaping company that we will no longer be contracting with their company. The appearance of our lawns in this community has not been satisfactory. We are not getting the product that we were paying for. The new company is willing to work with us, especially with our hedges at a savings of $29,000 starting around January 4th.

Parking: No parking on roads and swells on Dusenburg and LaSalle Roads. No blocking roads or sidewalks. Vehicles parking on side streets is better but make sure you park with two wheels on the grass.  We will be going around with stickers again.

HOA Fees: HOA fees are going up to $714/quarter starting in January.

Power Washing: Todd has started up power washing again.

Law Firms: Bill Yesowitch reported that we have elected to stay with our existing firm.

New Business

New Year’s Eve: The Rec Board will be hosting a New Year’s Eve Party in the new “A” Building on December 31, 2023, starting at 7pm at a cost of $59/pp.

Breezeline: Breezeline has a new product. It is Google App Streaming. It looks quite good. It is newer technology. You will have a smaller remote and smaller box. There is no additional cost and installation will be very easy. We will be installing street by street. Our community channels will be on a YouTube channel. With the Breezeline streaming app, you will be able to get all your tv channels when you are away from home.

December Meeting: Our regular December HOA meeting falls on Hanukkah week. We will be rescheduling the monthly meeting and the annual meeting for Monday, December 18, 2023, after we have confirmed with the Rec Board for the use of the Viking Room.

Candidates running for office: The candidates who are running for the HOA board are Bill Yesowitch, Russ Mayer, Hope Greenblatt, Nancy Grasso, and Elizabeth “Betty” Hillier. Five positions are open: five are running. The two Rec Board candidates running for one position opened are Tony Costa and Camille Montemurno.

HOA Vote Now: Sheila and Dianne will be overseeing the voting. A letter of instructions and bio’s will be mailed to your home and will be available in the December Plat Chat along with a paper ballot. If you do not want to vote electronically, you may mail in your ballot. Only one vote per household.  Voting begins on December 4, 2023, to December 18, 2023

Good and Welfare:  Good and welfare began at 8:26pm

Adjournment: The meeting was adjourned at 8:28pm with a motion from Bill Yesowitch and seconded by Ruth Mirailh.
